Protection of our community assets and amenities has become increasingly complex, requiring thoughtful, evidence-based, and in some cases, trauma-informed solutions. We develop, in collaboration with your leaders, policy makers and staff, all-hazards emergency and event response plans meant to prepare, train, respond to, mitigate and recover from incidents of all types. Risk, threat and vulnerability assessments are our specialty, especially related to park operation and natural resources protection.
Our training is grounded in analysis, design, development, implementation and evaluation, and complemented with a coaching mentality where your employees have the best chance of success when disaster strikes. Classroom, online, table-top and full scale training platforms are most often employed but in all cases customized to the audience.

Cross Island Consulting and Training Services, LLC, is a diversified company analyzing and addressing the needs of a broad spectrum of clients in public safety, regulatory agencies, security services, higher education, government, business and industry. Additionally, Cross Island Consulting also performs specialized services catering to the needs of individuals during times of personal growth, life enrichment or crisis, including career entry information, officiating of an array of services, and consultation as needed.
President and Principal William M. “Bill” Overby formed Cross Island Consulting and Training Services, LLC in 2016 after observing and experiencing a series of unmet needs in several functions of local, state and federal government and the business sector. Mr. Overby’s unique careers in park management, visitor and resources protection, law enforcement training and higher education (including security services) provides a strong foundation upon which services are delivered to its clients.
His educational background includes a Bachelor of Arts in Recreation (Park Administration emphasis) from Washington State University and a Masters in Criminal Justice from Boston University. He has also trained and studied at the Henry M. Jackson School of International Studies at the University of Washington, the National Fire Academy at Emittsburg, MD., and various training sessions with the National Park Service, Federal Law Enforcement Training Center in Glynco-Brunswick, GA, the Washington State Patrol Academy in Shelton, WA., and other locations. Bill has also studied policing strategies and techniques in England, Northern Ireland, Australia, Vietnam and Canada. He serves as a Senior Fellow for the Pierce College Center of Excellence-Homeland Security Emergency Management in Lakewood, WA, and as the Board Chair and CEO of the National Partnership for Careers in Law, Public Safety, Corrections and Security based out of Austin, TX.
